Clustered Mailbox Server Setup Error

On a recent implementation of a CCR environment, I received the following error during the Clustered Mailbox Server portion of setup:

Cluster Common Failure Exception: The group or resource is not in the correct state to perform the requested operation. (Exception from HRESULT: 0x8007139F)

As far as I could make out this error is caused by latency in Active Directory replication. That certainly fitted in with the customer's multiple domain controller environment. The fix that worked for me was to exit out of the Exchange 2007 setup program, drop to a command prompt and execute this command: /newCMS /CMSname:{name} /CMSIPaddress:{IP address}

This manually creates the CMS that was not created during the original run of setup.
